The Deanship of the College of Law – University of Karbala chose Professor Dr. Kazem Abbas Al-Janabi as a member of the committee to discuss the master’s thesis tagged (Electronic means in the Iraqi Parliament elections: a comparative study). The thesis was submitted by the student Ghadir Mohsen Kazem.
The aim of the thesis was to explain the electronic means that are used in the Parliamentary elections, and Iraq is one of the countries that recently started using these means in the parliamentary elections. The Independent High Electoral Commission No. (31) of 2019 witnessed a very big shortcoming in organizing these means and explaining the mechanism of their use. The Iraqi legislator contented himself with mentioning the electronic means in one article and mentioned them in other amendments with a text that does not exceed one line, and only referred to their use in the elections. According to the procedures carried out by the Commission, as for the early parliamentary elections of 2021, they were organized in light of the Iraqi Parliament Elections Law No. (9) of 2020, which was better than the previous law in some aspects, as it defined biometric registration and stipulated Some aspects related to it, in addition to clarifying the methods of sorting, counting and electronic transmission.
Despite these new texts in the Commission Law and the Iraqi Council of Representatives Elections Law, it neglected to regulate many aspects related to electronic means. The articles regulating these means were scattered in several chapters of this law. electronic means and shows the authority concerned with them, as well as protecting and monitoring them and providing financial and administrative support for their use in electoral processes.
